HKDSE Economics | Economic Growth and Development: Teacher Prep Guide | Measurement, Causes, Costs

  • 2026-11-02

Nominal GDP rises from 200 trillion to 210 trillion, a headline gain of 5.0%. With inflation at 3% and population up 1%, real growth per head is only 3.96%. This lesson teaches the three numbers separately.

Objectives — Students can: (1) convert nominal growth into real growth with a price index, here 5.0% becoming 1.94%; (2) separate growth in output from development in living standards, distribution and environment; (3) name at least three costs of growth with one local example each.

01 Prerequisites (3-minute check)

If any of these fails, fix it before the lesson starts.

Skill Quick check Pass mark
GDP definition Final goods only Intermediate goods excluded
Nominal versus real Current prices versus constant prices Real strips out price changes
Percentage change New minus old over old Multiply by one hundred

02 Lesson flow (60 minutes)

Time Stage Tutor does Student does
0-8 min Number warm-up Three GDP figures, which is largest They say it cannot be compared
8-20 min Nominal to real Divide by the price index 5.0% becomes 1.94%
20-32 min Per head Divide by population Steps shown
32-44 min Growth versus development Sort four indicators Sorting correct
44-54 min Costs and policy One example per cost At least three
54-60 min Exit check Three quick questions All three correct

03 Teaching script (read it out)

Scene 1: Nominal growth is an illusion; real growth is what is marked

Nominal GDP moves from 200 to 210 trillion, a gain of 5.00%.
With inflation of 3%, real growth equals (1+0.0500) divided by (1+0.03) minus one, which is 1.94%.
So GDP rising by 5% is not the economy improving by 5%.
Model sentence: real growth was 1.94% because higher prices absorbed part of the nominal rise.

Ask the student: why must two years be compared in real terms?

Scene 2: Per head is the living standard measure

210 trillion divided by 7.5 million people gives about 280000 dollars each.
Population grew 1%, so real growth per head was 3.96%, below the aggregate 1.94%.
Rule: living standards are always discussed per head, never as a total.

Ask the student: how can total output rise while output per head falls?

Scene 3: Growth is not development

Growth measures output; development adds education, health, life expectancy, income distribution and environmental quality.
A place can grow every year while air quality worsens and inequality widens, so development may stall.
Answer frame: give the growth number, then three non-income indicators, then a judgement.

Ask the student: give one example of growth without development.

04 Question types and worked steps

Type Example Steps Answer
Calculation Real growth rate Nominal growth divided by the price index, minus one 1.94%
Calculation GDP per head Divide total by population, keep units 280000 dollars
Explanation Growth and development Income and non-income indicators Two of each
Evaluation Costs of growth Environment, distribution, resources One example each
Sanity check (teach this): Check three ways: real growth multiplied by the price index must recover nominal growth; per head multiplied by population must equal the total; every percentage carries a sign and a percent sign, every figure a unit.

05 Independent practice (3 questions)

Question Answer What to watch
Nominal growth 5.0%, inflation 3%, find real growth Write the formula first 1.94%
Find GDP per head and its real growth Watch the population change 3.96%
List three costs of growth One local example each All three named
Classify four indicators as growth or development Explain each choice All four correct

06 Common mistakes and what to say

Mistake Student writes Say this
Comparing nominal GDP across years Price changes ignored, conclusion wrong “Inflation has not been removed, so no comparison.”
Mixing units, billions and trillions Answer out by a factor of a hundred “Convert units before calculating.”
Treating growth as development Evaluation too shallow “Development also covers health, education, distribution.”
Listing benefits only One-sided evaluation loses marks “Every benefit needs a cost.”

07 Homework (paper, section and question numbers)

08 Exit check (last 5 minutes)

Question Answer Decision
How is real growth obtained from nominal growth? Divide by the price index and subtract one Not by simple subtraction
Why is GDP per head preferred? Population change is removed It reflects living standards
Name three aspects of development Education, health, income distribution Environment also counts

09 Tutor FAQ

Students keep forgetting to subtract one, what fixes it?

Insist on the formula line first, numbers second, units last.

How many examples do they need?

One local example per cost; accuracy of the category matters more.

How long should an evaluation answer be?

Three paragraphs: data, analysis, judgement.
